What is the computer requirement for linuxcnc 2.8.2?

Also depends on what type of system you want to build. Paraport control will have a bigger dependency on latency and anything with and FPGA like mesa will not.

I had a decent dell laptop and a good hp laptop. Both were not able to get decent latency and couldn't run linuxcnc.

Better to go with a PC not a laptop.

A Dell Optiplex 9020 SFF (or Micro if space is limited). A good SSD (Crucial MX500) and 8Gigs of ram are my current favorite.
I usually look for one with the Intel Core i5 CPU . Add in a Mesa 7i76E card and you have the makings of a good machine.

I use the Mesa 7i96. Is the Mesa 7i76E better?

7i76e advantages:
more I/O
spindle control
2 x MPG
active high and active low are two different versions of the board

7i96 advantages:
can be active high or active low
Has 2 amp SSR relays on board
can get 5v logic power from field power.
but:
has fewer inputs and outputs
No spindle control,
no MPG inputs but can convert pins to get one if you can afford to giver up the limited number of inputs.
needs 2 power supplies (5v and field power)
