How to fix "can not open access to console the root account is locked"

Last week I successfully installed LinuxCNC on an old Asus Netbook and it works fine.
Yesterday i bought a new HP desktop and followed exactly the same installation process, but it will not start LinuxCNC, i get the error: "can not open access to console the root account is locked"I have Googled and get some Linux answers that are way beyond my capability.
I have now successfully installed on another older desktop PC.
Any ideas what i am doing wrong with the HP?

Reinstall again.
Disable "secure boot" in BIOS before trying again.
Do not enter a root password if asked for it.
Juat general things, fixing that takes much more time, and i am not sure it cam be fixed as i never had that issue or read about it.
That issue is from typing wrong root password sevral times, but in this case there should not be a root user there.
