at least these command solve situation ...

sudo apt install gobject-introspection python3-gi python3-cairo-dev python3-gi-cairo

where python3-cairo-dev python3-gi-cairo was never try to install and not know to install .... andyPugh on these thread suggest the right trik github.com/LinuxCNC/linuxcnc/issues/820

download and install new yapps package from here packages.ubuntu.com/mantic/all/python3-yapps/download I'm able to run Lcnc 2.10 pre0 on Mint19.3 kernel 4.16rt3 on october 2023
