Mesa 5i25 not found after fresh install

Kind of lost here....

I had a working machine that was last updated circa 2016.  3 axis mill w/ mesa 5i25 and 7i77.
I attempted to install a touch screen, which lead to driver and resolution issues which lead to me thinking it'd be a good idea to just go ahead and update to the latest release.  I tried the standard distro and ran in to issues with whole axis/joint separation update.  But I was also have problems getting the machine to even see the 5i25.   Then I read a thread here that suggested using Wheezy for serial installs so I just installed that.

Now it still looks like it's not seeing my 5i25.

I've pretty much exhausted my knowledge of Linux and this install at this point.   Is there anything I can try to get the 5i25 back "alive"?  Or is there a chance it somehow got fried during the install/reinstall?

OK not found at all.

After power on, are there any LEDs lit on the 5I25 card?

The two red lights light up briefly right on power up and then nothing after that.

OK that's correct.

You might try cleaning the 5I25/PCI slot connectors
with say 99% IPA and seeing if the card is recognized.

This is most likely a hardware issue of some kind.
