Where did you get the image from?
Is there a file or a long string of numbers/letters with something like md5sum or sha256 where you downloaded the image?
Did you check if those numbers/letters are the same?

Yeah well the internet is full of information that isn't quite correct. Or sometimes information doesn't get updated as quick as it should.
So you have 2 options, argue the toss or use balena etcher.

As cornholio says, use balena etcher and it will install. A bug in the upstream installer we use broke the rspi Imager which is not as robust as etcherI used the image on Linux cnc download page

So my laptop running win 11 won’t do it correctly
My laptop running win 10 was totally different acting when downloading the file.
I already had etcher installed.
Worked flawleslly .
