Yes you can, and it will be very limited.
Read through this so you can get a better understanding of latency and calculate the speed you can get out of it.
With normal computers you can get 50 to 200 RPM max, even with the best computer for latency, you will still get 500 to 800 RPM.

Of course, for the operations where you need a spindle encoder (threading) 500rpm might well be quite adequate. And it doesn't matter if counts are lost at higher speeds.

ok, then I can connect directly to the parallel port to operate, what the configuration is another story, I will try to install it be as it is, I found a plaque that I think is for the encoder of the same brand but I have no data Transistors that can not do with it and tell you something. Thank you
