In the circumstances, it is probably the easiest option.
You could stay with 12.04 and install different kernel, realtime and linuxcnc packages, but without any linux knowledge that is probably a recipe for disaster
So yes, start again, overwrite the partition and keep your mouse away from the dist upgrade button

Yes, though if you have a working machine config then you probably want to back-up the linuxcnc directory onto a USB drive first.
If you fancy the challenge of running LinuxCNC on a Ubuntu version that is only 2 years out of date, rather than 4...
