I would say yes, it is also the same for Axis GUI, not sure for the other user interfaces.
And it's been to long since i changed a tool, lately i am stuck with plasma torches and molten plastic.

I bet you are using the hal_manualtoolchange component rather then Gmoccapy's built in one.
