I have recently been frustrated with mouse scrolling (that I don't remember having issue with previously). It would sometimes jump up a few lines, or erratically jiggle the text up and down.
Found a solution, which is to install "imwheel" so I thought I would share:
Run it:
Now you just need to add it to the startup applications:
Mint menu -> Startup Applications. Click "Add". For both "Name:" and "Command:" enter "imwheel". Click "Add".
This fix should now persist after restarting.
