Not sure what the defaults are for the 7i96s, but did you change it so the board address is 10.10.10.10?

In the network manager, the IP4 tab, select "mabual" and save.

Also, no need for plasma and kompressor, the THCAD can be set up without those.
Wire it, set the scale and offset, see if the voltage on screen shows 0 with a bit of fluctuations, that is it.
Wire and check voltage before setting scale and offset, should show a lot of Volts on screen, meaning THCAD is being counted properly.

ALso check your encoder velocity in halshow. It should hover around the 0 volt frequency. If its not moving you have not configured your encoder correctly in hal. Do this test before you check for 0 volts as it bypasses any errors in your scaling.
