Only admins and mods can change the tittle for the topic, users can only change the tittle for the post they made.
What should the tittle be?

As a side note, you should really change the project name!
Try,
Moderate (blue button top and bottom)
Select "Move"
Set the tittle only,
Click on "set the topic for all replies" or similar,
Submit.
