Still sounds like a PID setup error (I verified 2.8 pre PID deadband and it works as expected)
Are you sure you set the max-error setting in the hal file to 0?

Sorry Peter, when you first wrote max-error for some reason I read max-output. I have now changed max-error to 0 and everything is working perfectly!
