Cant pull input pins of parallel port to GND, BB broken?

Hi all,
I just set up my lathe configuration with Linuxcnc.
I use the stepconf wizard with the very common cheap china 5 axis breakout board.
Everything works fine with the OUT pins and the steppers work fine.
But none of the IN pins seems to work.
I cant pull them to GND with a switch, they are always HIGH by the internal pullup of the parallelport.
I checked it with both HAL meter and an multimeter on the optocouplers.
I tried EPP and ECP modes, external pullups as described here but nothing works.
I have a second identical BB which has the same problem.
BTW the GND labeled port near the IN ports 10-15 has no connection to GND is this always with these BB ?
I would be very happy if someone could help me.

did you connect the 12-24V
it needs 12V Minimum to get the inputs to work
The inputs are isolated to its own GND

I thought I read 12-24 is just needed for spindle control.
