Apologies for the age old question but will a dell 780 USFF pc be ok for mesa ethernet card like a 7i96?
There are few dual core 3 Ghz and 4meg memory for about £50 so seems like a good deal compared to brix or J1900 bare bones.

It should be OK. pretty sure I have tried these at one time or other
I have a couple 7800s,8000s and some 8300s, all USDTs
(the 8300s naturally are nicer...)
The great thing about these corporate desktops is that they made so many that parts are common and cheap

Sorry mixed up the Dell 780 and a HPAQ 7800, I dont have any Dell experience but I suspect they are similar to contemporary HP models

We have used a lot of the dells and most work great. I think the 780 is good - avoid the 790 though.

I used exclusively dell or IBM ( lenovo now ) for machines, stopped using lenovo's ( still use laptops ) , hated HP for a long time as they had some 8 years of very slow " enterprise" computers and got lots of gray hair due to them, lately HP got much better than dell.
All this I related to enterprise series, no home or businnes.
On PCW's advice searched for a HP 8200 or 8300 but only found a 8000 with some blown capacitors, changed them, works very nicely with Linux Mint 19.1 on an SSD. I like the form factor and the use of power adapter as if I need it to run on batteries I just wire a Bosch 18V one, also have a new HP 32" monitor that I can run on batteries ! And last week I made two battery packs from old laptop batteries, one at over 200Wh and the other at 580Wh, so am ready for the apocalypse !
There is a new dell SFF that I tested last November that had very low latency with stretch and Preempt-RT, it is driving a Mesa 7i76E since then and a 2.5X1.5 meter router. I will check for the model and report back, if anyone is interested. I know for sure it had an i7 and a very fast ADATA SSD that did 560MB/s writes.

I'm looking for the easiest and guaranteed option so looks like the hp USDT is the favourite.
What is the benefit of the 8300 over the 8000?

8300 is the new one, 8000 is a core2duo .

Much faster, also the Elite 8000 may have issues with its onboard video
and latest OpenGL (not sure but its an issue with the 7800)
( I had to add a video board to a 7800-SFF to be able to run hazzy/QTPyVCP for this (latest OpenGL not supported) reason )
