Seems a common bios and I think you turned off what seems appropriate. I dunno if wake up from usb mouse/keyboard will affect latency, however, do you really need this? If not, just turn it off.
Would be nice to see the effect of your latest adjustments on latency.

update: forgot to mention: LAN could remain enabled and should be if you are going to use mesa ethernet

That is not usable.
You should remove the CPU cooler and clean it and the cpu properly, then add some thermal paste and reseat the cooler. Also check if the fan is spinning freely.
If you have more than one bank of memory, try removing them and test one by one.

The last one looks usable, if you do not need the base thread, so try this
latency-histogram --nobase --sbinsize 1000 --show
Also you should use the 4.9 kernel from here:

It has a bit better latency.

Thank You for all your Help! during that I was playing Furious 9 video trailer on youtube and resized a glxgears to a bigger window. Is there a way I can change it to always boot to 4.9?
