Thanks for your research.
For this kernel i followed the gnipsel tutorial. If we both compiled the same kernel, you would expect a less different output.
Anyway, nice work so far !
The Linux mint version is not as popular in download statics, 69 times.
Linux bulleye is over 400+ times. It looks lika Russia is happy with it.

So you did not check the RT perf with latency-histogram after you compiled it?
Do you still have it on a machine?
I would be interested to know if it is just due to my hardware..
But if it was why would RT and everything work fine with linux 4 and not 5...
I generally just download the branch from git... apply the RT patch with the same version... and then get into xconfig to turn on the fully preemptible...
And then compile and install...

I think it's not your pc problem. Kernel releases are published quite often. A problem now can be solved by the next release.
In the past i remember problems with display port.
