MAYBE SWITCH THESE TWO PINS & ATTRIBUTE A2 TO 10V INPUT ?

REMOVE :
3 SPINDLE+ ==> AM

REPLACE WITH:
3 SPINDLE+ ==> A2

P4-34 SET A2 INPUT SIGNAL SELECTION
0 = VOLTAGE
1 = CURRENT SIGNAL

I SPECULATE THE PINOUT IS CORRECT
3 SPINDLE+ ==> AM

AND THE VFD 9600 SETTINGS ARE INCORRECT. 

LCNC & PNCCONF ARE SET FOR
SPINDLE ANALOG 10V
SPINDLE MAX RPM = 24000
DESELECT USE +- FOR DIRECTION

I would first verify that you can run the VFD with a voltage applied to A1 (relative to ACOM)
and connecting FWD and REV to DCOM, before connecting anything to the 7I76 or running LinuxCNC.

In addition, the 7I76 has DIR and ENABLE outputs rather than FWD and REV. If you need
to reverse the spindle you will have to program the X5,X6 inputs to have a RUN/DIR function if possible.

The VFD panel Potentiometer turns the Spindle succesfully. Known Good.

Diagnostic Configuration: 
Attempt to run the VFD9600 with a 0-10V Analog source POT that is not the 7i76 firstly to test Pinout function....

Diagnostic Test Pin Functions for
A1 :: ACOM
FWD/REV :: DCOM

Other than panel Pot, I do not have a external seperate non-mesa, non-7i76
0-10V Adjustable Power Supply Pot for "voltage applied to A1 (relative to ACOM)"

Option
No External Pot, use External 5V Power Supply & Switch On/Off 
Attribute VFD9600 for "Slow Acceleration Time" to avoid "Jump Starting the Spindle to the 5V RPM/HZ value"
Apply 5V + to A1
Apply 5V - to ACOM 

Would this diagnostic be safe to attempt?

PNCConf
0: Spindle Output POT Output
0: Spindle Output POT Enable
Analog Max Voltage = 10.00
RPM Max = 24,000

I have reverted the VFD 9600 settings to Terminal Pins Control and evaluate
Connect FWD and REV to DCOM

To clarify,
DCOM is the VFD 9600 Digital Common Ground?
For the 7i76 10V Analog setup? DCOM?  Not ACOM for Analog 10V?

FWD = 7i76 ENA+ CONNECT TO VFD9600 DCOM
REV = 7I76 DIR- CONNECT TO VFD9600 DCOM

Or to Clarify:
FWD = VFD9600 X5 FWD to VFD9600 DCOM
REV = VFD9600 X6 REV to VFD9600 DCOM

VFD9600 X5 Function:
1: Forward RUN (FWD)
2: Reverse RUN (REV)
4: Forward JOG (FJOG)
5: Reverse JOG (RJOG)
6: Terminal UP
7: Terminal DOWN
8: Coast to stop

You may have to experiment with the modes to see if
there is a way to do ENA/DIR (RUN/DIR) vs FWD/REV

function 10 (run Pause?) _may_ be equivalent to run
There does not seem to be any description of the modes
in the manual unfortunately

Do you need reverse?
