I received the card today and it had an error I've not seen before:
Bad 93C46 EEPROM, bad in such a way that every other word of data
was 0xFFFF. Very strange because this is a on chip failure (1/2 memory array failed?)
This caused the MAC address to start with 0xFF which is invalid for non-broadcast packets,
so ARP worked but ping/UDP did not.

Received it and now it is letting me ping it! I will start messing around with the configuration again today or tomorrow.

It worked temporarily and it is now reacting in the same way it was before. Is there any way I could have the board wired up in a way that it is causing this failure?

Are you sure its the same issue? that does seem pretty unlikely
I don't see anyway a wiring error could cause EEPROM issues

It is possible. After a couple of restarts it seems to be working again. I will have to go through my machine and check everything else out. Thank you for being patient with me!
