The PC seems good and latency is very good, but that bring the next question:
what does
uname -a
say ?

That all looks OK, so it might be a hardware issue on the 7I95,
What Ethernet chip is used on the host PC?

06:06.0 Ethernet controller: Realtek Semiconductor Co., Ltd. RTL-8100/8101L/8139 PCI Fast Ethernet Adapter (rev 10)
06:0c.0 Ethernet controller: Marvell Technology Group Ltd. 88E8001 Gigabit Ethernet Controller (rev 13)

can you give me the original 7i95 bitfile? I will try to check the firmware and if necessary to flash it new

There actually is only one 7I95 user bitfile currently (the one thats pre-loaded in to 7I95 cards)

I would probably distrust the Marvell MAC for real time but the Realtek should be OK
