Make sure your drive is set to velocity mode.

Thanks for the input Aciera you were right on that one!
I supplied 24VDC from an external power supply to terminals 10 and 18 and changed P0-06 to H000 and walla the drive is enabled.
The problem now is that it still is not physically responding to the external analog input. Fn-04 status indicator (Differential analog sample value) is at about 2060 but increases to 2360 when I apply 1.6VDC to the differential analog input(term. 19&20) so the drive is seeing the signal.
I also tried changing P0-04 to all 6 different control mode types so it not that value.
Getting closer any extra input is greatly appreciated.
Make sure your drive is set to velocity mode.

VICTORY!
I finally figured it out today.
It was the P5-10 setting that needed to be calibrated.
The manual is very unclear on this part.
It works great now!
