If it wont start below 5.2V that means there an issue with the power supply current limit or impedance. It will start at 4V if the power supply is stiff

You could but a normal stiff power supply should work fine
(The 7I95s are tested with a normal USB supply)

I had tried two different usb power supplies before I fetched my big one. This had no trouble with my setup for the mill. And there I used a7i92 7i77 7i74 7i70 and 7i71. Anyway it’s working now and I know what to do if the power supply in the lathe has troubles starting the card.
