7i97 no ethernet connection

It seems to be a fixed issue, but I'm posting it here for verification. The 7i97 no network problem seems to be due to IP confusion in the default setting, is that correct? That is, it is shipped with all w16 w17 below by default, and the IP at this time is 10.10.10.10, not 192.168.1.121. Once again, to use 10.10.10.10 IP, you need to up w17, right?

IP ADDRESS SELECTION
The 7I97 has three options for selecting its IP address.
These options are selected by Jumpers W16 and W17.

Note: The as shipped default EEPROM IP address is 10.10.10.10.
