Good day, please can you help me?, i need change to pins i/0 at power supply start por default in output mode and the logic value to 0.

Its not really practical, its better to have interface devices be active low.

The interface of the machine (pcb board with optocouplers) uses high logic level to activate the outputs, and the problem that the outputs are activated when starting the system.

You can use this:

Or use transistors and resistors as inverters for each output, if you do not need much.
I did just that, made a lot of inverters for a big machine:
