But in reality you would probably be better off using extra PCI parport cards or an I/O car such as Mesa if you need a lot more IO

My link answers your original query as to how to configure and use a shift register port expander.

Why don't you buy PCI cards from a foriegn seller on ebay who will ship to Indonesia?
The Moschip based cards are usually peanuts $5 - $10, just make sure you get one based on a later chip (9845 or greater)
