On YouTube I saw a demonstration on taking a .png (picture) file and generating a 3-D toolpath for a mill using version 10.04.
My question is, can 8.04 do the same thing or is that one of the major differences between the two versions?

8.04 is Ubuntu version 8.04 LTS, it has nothing to do with the Linuxcnc version
Up to now Linuxcnc has been 'bundled' with a version of Ubuntu, for initial installation, because the average user would not be capable of building it from sources.
Once installed you can upgrade it to the latest version, irrespective of what underlying Linux distro you have.
