wiki.linuxcnc.org/cgi-bin/wiki.pl?Latency-Test
Shows other Dell Dimensions and other P4 CPUs doing well.
A bit more RAM wouldn't hurt, and should be cheap.

However be aware that the figures in the wiki were probably running Ubuntu 8 based distro, the last UP rtai kernel.
The figures running Ubuntu 10.04 or Wheezy are liable to be a lot higher.
I still have P4s in the workshop and get 9K max jitter using Wheezy,
but only because I built a custom UP rtai kernel for them and fitted AGP graphics cards to take the video load off the processor.
As Andy said, you would certainly benefit from upping the RAM to 1GB
regards
