Unable to access camview-emc repository

I'm using Ubuntu 10.04 LTS.
I added:
deb psha.org.ru/debian/ lucid contrib
to /etc/apt/sources.list at the end of the file.

Next is this command:
wget -O- psha.org.ru/debian/pubkey.gpg | sudo apt-key add -
When I enter that, the first try says Connection refused. The second says Connection timed out.

Any advice?

It is a private server in Russia and is currently down.

Just keep trying the main address 'psha.org.ru' in your browser and when you get it up try again.

Nothing is certain, but pasha is well known for dropping off the radar whilst doing other things.
