I am attempting to follow the installation instructions in the quick start guide for Wheezy.
I was supposed to mark linux-image-3.2-4-686-pae and linux-image-686-pae for complete removal in synaptic package manager. I was unable to mark either one because the "mark for complete removal" list item was disabled.
uname -a returns Linux Debian 3.4.9-rtai-686-pae #1 SMP PREEMPT Debian 3.4.55-4 Linuxcnc i686 GNU/Linux.
Am I trying to delete the right stuff, and if so, how can I get it done?

Why are you trying to remove those ? you will need both of them to run Linuxcnc.
If you want to run preempt-rt you will have to install that first and then remove the rtai, or just change the grub entry.

I'm assuming you are trying to upgrade?
Are you trying to run the linuxcnc dev version or perhaps buildbot version?
If you are just trying to upgrade your live dvd install version, example: from 2.7.0 to 2.7.8 you can do that through your package manager.
I would not recommend removing your running kernel
But you can use grub customizer to switch between kernels easy. For example switching to a built patched preempt kernel.
