PWM generator does not start until the second run

After considerable fooling around I finally have PWM controlling my laser using pwmgen. It only Issue I now have is that the PWM generator does not seem to start the first time I run AXIS (2.7.0). The second attempt is normally successful.
Any ideas as to how I can get it to kick in on the first attempt or will I just have to start it, stop it, and restart it each time?

Can you post your hal/ini files?

Is it possible the laser has some problem with the startup PWM state?

I should have thought of that. Here are all the related files in the /config folder.
As I mentioned, the laser modulates just fine on the second run but not on the first run.
