Servo motors on my mill "buzz" slightly when the mill is on but not moving.
Is that because I need to do tuning?

Yes.
On my lathe I set up a halscope for the following error with a trigger on vel or something like that. Then I increased the P till it would oscillate. Then slowly added I till it stopped then added more P then I till I didn't get any improvement in the following error. Then I added some FF1 or 2 I forget until the following error was as low as it would go when watching the trace on halscope.
Oh, and all that depends on your drives being properly set up...

Thanks. I will read about PID tuning and will do something.
My drives work in velocity mode, so the signal from EMC specifies the requested motor's velocity.
The drives have a variable gain and reference gain setting. I am not sure how they interplay with EMC's settings.
