It isn't 100% clear what you are doing, but the INI file values are only read once, when you start up LinuxCNC.
You need to restart LinuxCNC (not the PC, just LinuxCNC) to see the effect of INI file changes.

So when I try to edit my INI file it seems to not have any effect on the machine.

Are you shure, that you do edit the correct INI File?
I found many times, that users have such a mess in their cionfig folder, that they did edit the wrong file.
