It's been mentioned several times here that master moved to 2.9, but in stealth mode ! :)

The change isn't official yet,but was nessisary for developers to do the things they need to get done for the imminent release of 2.8. Expect the announcement in a few weeks.

is there a feather close like in Freecad
only bugfix to the system

as there are regular builds to master at buildbot
what is the main stop to prevent the release of 2.8 as it is now overtopd by master
i guess it is not clear to go with the os

the gnipsel showes as it can be in many even lubuntu is to take action

Yes. Switching master to 2.9 opened that up for new experimental features (such as reverse-run, which is now in 2.9) while feature-freezing 2.8 (so now bug-fixes, doc changes and standalone components (such as HAL components and possibly new GUIs) are allowed.

Basically if there is _any_ chance that a change will break an existing config then it has to go in to 2.9 and not 2.8.
