They should be OFF, i know 7i77 has all of them off, so does 7i84.
5i25, 6i25, 7i92 have the outputs on or high when turned on as they have pullup resistors on all pins.
PCW could shed more light on it as 7i96 has outputs that can sink OR source.

The 7I96 outputs are basically 6 isolated switches, They are off until
commanded by LinuxCNC to be on. They will also go off in the event of a watchdog
bite. They are polarized so you must observe the correct polarity when connecting
(if connected backwards, they will appear to be stuck on)
Each output has a indicator LED that illuminates when the switch is on

Peter would you recommend putting a diode across the relay coil at 50 mA

Yes, all inductive loads driven by a 7I96 output should have flyback diodes
(verify diode direction by hard wiring the relay so you don't accidentally
damage the 7I96 outputs, or use a current limited supply when first testing)
