scientific stepper drives was created by bevins

Is it normal to tie the two + step and dir together? It is soldered on the drive connector.
I only have movement in one direction.

Yes, that is standard for common Anode (common+5V) drives ( Gecko has some like this also)

So for 7I76,7I96 etc:

7IXX +5V      --> Drive +5V
7IXX STEP-    --> Drive STEP-
7IXX DIR-     --> Drive DIR-
