Check the users manual, there are settings for that on the VFD, but be warned that most of them do not like to go under 8000RPM.

That is the spindle would not be happy below 8000. The VFD should be ok at almost any speed. (if properly rated). That said, most spindles draw lots more current when running below their rated speed. That will be a big problem with your under spec drive. In theory though it should work ok most of the time until it over currents and either shuts down (if you're lucky) or goes poof.
I wouldn't trust the safety mechanisms built into most cheap Chinese electronics and often they under spec/overrate the components inside. I wouldn't count on the drive lasting long, at which point you can get a better one.

Have you checked the parameters are set up correctly in the VFD as quite often the poles are wrong I think the poles should be 2 pole
there are also parameters to set the min. speed.

yes I also read that under 8000 rpm they risk to burn ... but I also heard that you should not start cold at maximum speed because the bearings suffer ...

Yes it is generally a good idea to warm them up for a bit. 5 to 10min. at 1/2 rated speed is usually good. Giving them a good run in when new is also a good idea. Running in a spindle properly can take a long time.

The China VFD like Hyanyang want at least 6000RPM and then you will need soft Cheese material
on Hard Gouda it will stop Milling
Personly i prefer a MIN of 12000RPM
If you build a Steel Milling Machine you need a 2KW 1440RPM Simple E-Motor at 120USD that can be also connected to the VFD as UVW

Get yourself a
Feeds and speeds calculator
An 8mm HSS end mill should run at about 1000 rpm. Your spindle runs way to fast for that and yes will burn the end mill.
You can try a 3mm carbide end mill. 12000 rpm is about right for that.
