Do you use Fusion 360, along with Path Pilot or LinuxCNC?
Maybe this tool can help. It converts mill tool libraries between these platforms. It can create a new, or update an existing library based upon common tool numbers.
For new libraries, I add tools to PathPilot, use an electronic tool setter (ETS) to quickly measure each, then transform the library to Fusion 360, eliminating the need to re-enter the same information. You might prefer to create your tool library in Fusion 360, then transform it to PathPilot or LinuxCNC.
Occasionally, I re-measure high-use tools using the ETS in PathPilot, then update my existing Fusion 360 tool library. Doing so only updates the tool length, leaving feeds/speeds, tool holder, and other properties as set, again eliminating error prone duplicate data entry.
Mill tool libraries are supported. Lathe support is in the works.

Tried uploading a tool.tbl with valid tools, it just kicks me back to the main page.

None of the tools in your library have a Z length. Is this common? My code is currently designed to ignore tools without a length. Should I default it to 0?

Leaving it at 0 does not seem like the smart move and is not usefull, so leave it as is.
