Has anyone been able to install gEDA in stretch it is listed in the package manager but is not available to install.

Try enabling the "partner" repositories in the "software sources"

I have had a search around and as far as I can tell that would be an option in the Ubuntu version there seems to be no similar thing in Debian stretch.

I have xfce 4.12 I only have an applications menu which has a settings and a system entry but there is no software sources option.

Try this in a terminal:
sudo apt-get install synaptics
That should also add the sources stuff, so open synaptics, in the settings menu there should be "repositories", enable "unstable packages"

It appears that i cannot install any new package, but that I can reinstall a package already on my system.
I have run apt-get update and apt-get upgrade successfully so I can connect to the repositories but i get the message :-
Package xxxx has no available version, but exists in the database.
This typically means that the package was mentioned in a dependency and never uploaded, has been obsoleted or is not available with the contents of sources.list
for anything new I try to install.
Internet searches find this problem but no solutions.

I have tried that I got the package lazarus to install but no others i have tried so the system is not broken, it just cannot find even basic things like gdebi or aptitude
