Am I correct in assuming the RS274NGC_STARTUP_CODE line in an ini file is treated by the g code interpreter as a normal block?
This would mean the order of commands is ignored, they will be executed in the normal priority order.
Specifically a G21 millimetre command is executed before a G64 Pn.n command.
So the G64 P argument unit is millimetes not inches?
This is in contrast to the rest of the ini file which is in inches.

Yes, I would assume so.
You have the option of calling a G-code subroutine from that line in the INI, if you want to make this explicit.
