Note that you need a real-time kernel to run linuxcnc.
Easiest is to use the offical Debian Buster ISO:
linuxcnc.org/downloads/
Then you could also try LinuxMint which is based on ubuntu if you need better driver support. But this is a bit more involved:

No, linuxcnc is not installed with regular debian. The realtime kernel is also not installed with a regular debian installation.
The official ISO is debian with a realtime kernel and linuxcnc preinstalled. That's why it's the recommended method.
