Stepper motors run free when enable is inactive

I have just had to change my BOB and the pin settings are a little different - which is a simple matter to change. However when the EStop is triggered or the motor on button is off the stepper motors are free to turn manually. As this did not happen with my old board I wonder which is the more normal occurrence. Or have I just missed something? Wiring and connections seem ok, but this board has a common rail for the +outs and the ground inputs.

Motors seem to work normally apart from this but I do have some fault on the limit stops which may be a crossed wire or dry joint.
