No motion after homing Z

I finally got my machine back up and running with new to me Dell Optiplex 9020.  I have experienced some oddities with 2.8 that I have not run into before.  When I home X,Y I get a message that states to "unhome axis and jog into limit switch"  I get this message when it is done homing each of those axis.  When I do the Z I do not get a message, it will home and show homed.  But then I can not get any motion on any axis, no message.

If I unhome Z then re-home, it is fine after that. 

Is there something new in 2.8 that you have to jog into each of the home limits before it can be homed?

The home offsets on the X and Y are 1" Z is 0.5" Needed soft limit close on the Z for the toolchanger. 

Because my HOME and HOME_OFFSET are the same this is causing the behavior ?  So If I increase HOME value it sounds like this will take care of it. 

On the X and Y it is also the same, but does not stop anything or give me an error. 

I originally setup based on the third figure down.  I have 1 switch for limit and home.

This did not have any changes in the values, only change was the upgrade to 2.8.  Which the new to me 9020 is doing AWESOME.  And there is a 24" touchscreen on the way to make the move to Silver Dragon HD.
