I installed stretch and bullseye with minimal net installation image and later add xfce desktop. With stretch work it pretty good. The spike occurs in case of starting browser or thunar and mount network drive. The energy options are the same in stretch. And the package value is so huge. At the moment I can’t find any logic point to start. So it would be great to see some other time And look for similarities and differences.

BIOS, the computers BIOS has the things that must be disabled.
Hyperthreading alone will mess latency badly if active/present.

I give up There are 2 HP 800 SFF G1 with the same setup. I cloned the stretch hard drive and copied the bios settings. One pc is 1/3 worse in latency than the other. Anyway was a good practice on backing up data and it's not up to bullseye.
