Software sources are wrong, yet it shows version 2.9 as installed, so what are you trying to update?
You have to use Buster repos to have the latest LinuxCNC, Stretch is not updated any more.
And that brings the issue of the latest version using Python 3, not Python 2, so probably buildbot update will not work for Debian Stretch or Buster.
If you must have the latest, then use the MX linux howto by SnowGoer or Debian unstable/testing by RodW and me.
Both of the require a new full install, take some time and are not official releases.

Rant,
Last several days i did try to install Master branch on some Linux distros, Ubuntu, Depin, Mint, but none of them work easily due to the Python changes and versions of it in use.

I reinstalled buster linuxcnc 2.8.2 and then updated to Buster master. I wanted to use trt-kins with Double y Axis. Now it seems to work. Only my whb Pendant does not function yet.
