From a quick glance at the files, there are 6 stepgens set in hal and ini but only 4 of those have outputs.
Still, it should work.
Do other axis/joints move?
Some other weird stuff in the files, some joints have max velocity set to 1 while the max limit is set at 10000?
Are you using inches or metric?

You should increase:
FERROR = 0.050
MIN_FERROR = 0.020
