No motion LinuxCNC Debian 12 Bookworm PREEMPT-RT ISO, same config works on 2.8

I've got a 3 axis mill that is running Linux 2.8 on a 32-bit Debian install using a Mesa 6i25 / 7i76 combo.

I've installed LinuxCNC 2.9.4 on a new hard drive from the LinuxCNC Debian 12 Bookworm PREEMPT-RT ISO and have copied the config files from the 2.8 install.  LinuxCNC 2.9 starts using those config files without any issue and I've got comms with the Mesa cards but I can't move any of the axes (this also means I can't home the machine so anything that requires homing can't be done/tested).

It's probably something fairly simple perhaps with some config requirement change from 2.8 to 2.9 but I've read the documentation and nothing noted in there applies to my setup.

Any ideas on how I can go about diagnosing this issue?  I've made no hardware changes to the machine and swapping the 2.8 hard drive back in has everything working properly.

Here's my .hal and .ini file.

It's a pretty simple 3-axis setup with stepper motors.  Was initially running 2.7 for many years then last month tried out 2.8 (which automagically converted my ini file) and I made some small pin name changes to reflect the differences in going to 2.8.

For time like this, I generally make a now config  with pncconf with some rough settings. Once you see movement, then cut and paste stepper settings and pins from your old config.
