I think that must be it. The great reviews are from the Intel D510MO board.
When is comes to latency the chipset and board have rather more influence than the CPU.
This might not be what you want to hear, but your best bet is probably to swap that motherboard for the Intel one, keep the same RAM / HD etc and try to sell on the current MB. It is probably a perfectly good one for other uses, but hopeless for Real Time control.

The ASUS AT5NM10-I Atom MB is apparently OK as well:

Whatever is wrong is probably BIOS related. The chipset (NM10) is the same as on the Intel MB
Maybe there is some obscure BIOS setting that will fix the issue with the POV MB
