I would:
1. verify that W2 is in the UP position
2. check that you have 5V on the 5I25s DB25 pins 22,23,24 and 25
If you have no power here you either have a defective 5I25 or theres no 5V in your PCI slot
3. plug the DB25 cable into the 5I25 and check pins 22,23,24,and 25 again
If you lose 5V power at this point, you have a defective cable
