I'm having a similar problem. All 3 axes are super sluggish or no motion at all. It's a 5i25/7i77 system. I changed max output to .975 and 1.017 as my output scale ( that's my number after least squares dac set up. Still no motion. I have all pid parameters to zero except P which started at around 25 and I raised it until the servo started to vibrate around 150.......no difference in response either way really. Runs fine in pncconf. Also, this is a new mini itx box that is replacing the old pc so I know the drives are set up right. What am I missing?

Also, the vel. indicator in axis is showing that the velocity is what it is supposed to be even though the axis is creeping or not moving at all. I'm using the same encoder scale as with the old pc so I don't think that's it either.......

are you feeding to analog servo drives ? , if they take a 0 - 10v make sure you scale the output to 10v
so max_output = 10

I set max output to 10 and output scale to 10(tried 1.0 also). I'm also getting no command in the hal meter for x-vel-cmd.

here are the config files. Don't know how to do the archive.......looking into it. drives are amc 12a8. they are +/- 10v drives.

delete these lines from the hal file
setp pid.x.maxerror .0005
setp pid.y.maxerror .0005
setp pid.z.maxerror .0005

This is a pncconf bug

(those are appropriate for pid run stepgens but not real servos)
