The picture information is on the screen but the timing is wrong so it gets torn up. This can happen if the sync timing is too fast for the monitor, or the sync signals are in the wrong form. Sometimes with a marginal signal a mostly black or white border on the screen can confuse the sync. Sometimes the video driver will change the screen resolution or timing and make it faster than the monitor can handle. I would try changing the monitor to the best monitor you have handy. If that doesn't work try a different video card and/or change the driver in the /etc/X11/xorg.conf file. The vesa driver seems to work best. While in the xorg.conf file, check that the HorizSync and VertRefresh and resolution settings fit your monitor specifications. You need to look up the settings for the make and model of your monitor, guessing at these numbers rarely works. You need to have root privileges to edit the xorg.conf file. Using a terminal window, I use "sudo gedit /etc/X11/xorg.conf" to open the file. After making changes, you will need to log out or reboot to put the changes into effect. Sometimes these changes will make your screen stop working all together. If this happens, use the safe video option from the GRUB menu as your computer boots up.
(Generally, it is bad form to USE ALL CAPS in your messages.)

I have a similar pixel data problem with or without an OpenGL window with Intel motherboard video drivers. Finding a driver and Ubuntu version that works can be a real bugger. My old standby vesa driver doesn't seem to work with 10.04 on Intel boards, but works fine on 8.04.

You can't pick and mix unless you know what you are doing both in linux and linuxcnc
You need to install from the 8.04 based Linuxcnc Live CD, not the Ubuntu one
www.linuxcnc.org/iso/ubuntu-8.04-desktop-emc2-aj13-i386.iso
That will install 2.6.24-16-rtai kernel
Then follow the instructions on this site to first upgrade to 2.4.7 using synaptic and then change the repositoiries to upgrade to 2.5.1
wiki.linuxcnc.org/cgi-bin/wiki.pl?UpdatingTo2.5
You will need to install the software openGL libs again with the new install
