I will point out that I don't think it is a good way to do it.
What I think would work better would be if motion exported a HAL pin that changed state depending on motion mode, -1 for stopped, 0 1, 2 or 3 to show G0, G1, G2, G3 mode of the current move.
Then the laser could be turned off for rapids and on for feed moves, and it becomes almost automatic.
